This isn’t a specific suggestion, but more of a platform to see what the community might come up with for suggestions about it. Self propelled guns feel really powerful, being able to shoot and then run away once you are seen is really strong. You can reliably snipe units across the map and then dodge counter battery fairly easily. I am looking for ways this problem might be changed. Any ideas?

Maybe a tow delay when hitching to a truck
No I’m more so talking about self propelled guns on tracks. Like Hummel. There already is a delay on those guns for tow.
Heavy tanks like IS-2 or Jagdtiger and of course KV-2 with large caliber HE rounds can be considered as off-artillery too... Its about skill to dodge things and about luck when the opponent fields elite sabouteur units.
From what I see, Sabotage units usually die off a lot quicker because of the AI defense network and players calling in new units will find them, especially on frontlines where territory can change, paratroopers also have this issue of being spotted before they can strike. Also by the time you are able to sneak in the back lines the SPG usually has already paid for itself and when you kill it, there will be a kill team on its way to kill you. SPG with just a little bit of micro are extremely good, which is why I use them, but I don’t feel particularly challenged. I think if maybe they stayed viewable for a much longer period of time and if artillery can lead there shots more. which isn’t really realistic this could be balanced?
And I never felt this way about heavy tanks, usually I can flank from couple of lanes and score a kill. A heavy tank needs to be vulnerable to be used because it’s direct fire. Whereas SPG’s get the best of both worlds
Paratroopers are not primarily sabotage units, they can capture ground very quickly that is.

Sabotage units are Brandeburgers for Germans, Green Devils for US and Spetsnaz for USSR. (Level 6 saboteurs)
Yeah, they still die or by the time they get to the SPG it already paid for itself, and once it’s dead they will hunt saboteurs and then call in another SPG
Maybe decreasing the acceleration speed for the SPG`s can help...

I run into problems playing against the German spgs myself they stuck out as being really strong. Maybe acceleration nerf plus a small nerf to armor? I was dinking on the rear of one that was tracked for a while with a pershing and got to looking at the stats - I think it was higher than most equivalent heavy tanks. If its realistic for it to be that way its fine but that doesnt always translate to gameplay

That's where the stealth mechanic comes in. I don't know if it also makes their detection radius smaller, but the Stealth advantage allows you to visualize the enemy infantry's detection radius. There are usually large enough gaps in between the AI defenses that if you're using a stealth unit you can sneak into the backline undetected. It's just a matter of patience and micro.
Not primarily, but functionally they work perfectly fine as sabotage units.
You need to spread them out so there's only one paratrooper per 50 or so meters, though. The enemy recapture pressure from being in the backlines means that one paratrooper on his own can't capture territory in the enemy backline, and therefore won't reveal his position.
Two paratroopers standing together IS enough to capture a small amount of territory and reveal their position, though.
They might also need a higher CP cost... but don't quote me on it.

If I were to say, "does an SPG need ammunition to fire?" and "the SPG needs ammunition to fire, doesn't it?", you can answer both with "yes, it does".
I guess "doesn't it" is more of a way to ask someone to correct you if you're wrong.
but in your phrase it would be more like: "is it the case that the SPG can't fire without ammunition?" and "the SPG needs ammunition to fire, isn't it [the case]?"
