It can. You just have to have the right tech activated in the tech tree.

it feels rather odd that you cannot filter plantmatter in inserters until after you unlock that. the tech unlock doesn't specify the ability to filter plantmatter and neither does the game. it just stays mysteriously missing until you upgrade victor once and unlock that upgrade.
it led to me and my friend's playthrough being confused and jaded since my friend was handling the biomass part of the game and had to compromise for the lack of filtering it.
please give the ability to filter plantmatter at the moment you unlock the inserter
