I am unsure of which one, so you could test that, but it's due to mods
I again recommend players stop using mods till the modders have caught up to .33

that's kinda the problem and i assume always has been the problem
mods make it worse but i think it's present in vanilla too
there's just a lot of people playing with mods right now and they don't bother mentioning it when they go "hangars are all saying they're full" so this issue's pretty annoying
often this problem is fixed by restarting the game and doing nothing else

I had it occur on my first launch of the game after the update with neither installed, so I'm sure it's not! it fixed itself with nothing but a restart of the game! we seem to be at an impasse...
like. you made this bug report already, before kar/bote existed! #1469764813461655643 message it doesn't make sense to go "it's kar bote, i know it" straightaway!
this is just a complex bug with various causes and sometimes mods make it worse
naturally you can see that this person has kar/bote installed and thus that is the cause for them, but man, I wish this bug would get some attention from the devs

try disabling bote, i couldnt spawn in no matter how many restarts with bote installed and went away as soon as bote was disabled
