Just doing some quick testing, the Annex / Hyperion / Boltstrike all withhold fire until you are within 15 km even if you are locked on radar. The Shard, however, is the only RAM equipped unit that will fire at 20 km. Is this intended behavior? Frankly, the RAM-45 easily has enough delta-V to kill you at this range, so I think every other unit should used the Shard behavior.

I've seen Boltstrikes fire at 20km too, I think the Brawler update made it so SAMs now fire earlier if you're flying towards them.
