modern infra-red imaging missiles such as the AIM9XB2, ASRAAM, AIM-2000, R73, MICA-IR dont need tone to launch and effectively enage a target, and tones are not a universal function of the modern IR imaging A2A missile. LOAL & LOBL on currently in service missiles means that the growl in NO would really only serve to clutter the soundscape for the pilot even more, and slow down IR missile engagement's that are often decided in fractions of a second.

Existing technology cannot be nerfed (eg. don't suggest balancing nukes by making them large or cumbersome; nukes are not large or cumbersome)

Modern IR missiles aren't set up or used the way you suggested they be changed to become
