Could be not bad, this idea have a sense, because, ship dead? Ok, you didn't have a fleet
I'd like to implement a shipyard building, that would act as a Factory for manufacturing ships and depot for spawning them.
Could be interesting, although you would not want a carrier to be laydown and launched every 5 minutes.

would make more sense if the ships were 'reactivated' from a mothball fleet rather than manufactured from scratch

maybe, but in a war its more convincing that new ground units are continually being manufactured and replacing lost units on the front lines
but for big ships, a navy is only going to be fighting with the ships they already have

The war starts off as a limited conventional conflict, it’s not unthinkable that both sides would wrap up production of hulls in their yards before the nukes start flying. Remember, they’re doing the same for strategic bombers and entire armored convoys
There’s a couple spots around the map that could fit shipyards well- PALA could have one at Vigil and one on the southern coast, while BDF could have one at each of their northern bases. Maybe add some along the interior coastline to make it worth fighting for?
i can suspend disbelief on armored convoys being rapidly replenished as they are attritable assets
but personally i feel ships should be treated as irreplaceable assets and act as key targets, where losing one is unforgiving and permanent
i agree that there should be a way for some 'new' naval assets to be spawned in, but it needs to be done differently from ground units, not just increasing the spawn timer
They feel very easy to lose in every match of escalation i've played
An ifrit/compass always gets in range, fires all of it's ordinance and then dies shortly after
Not many people do CAP (because it doesn't pay well at all) and the ships themselves only have good enough defenses to prevent planes from escaping
Which is not helped by the fact that by the time one can afford a tarantula to resupply the ships, they've already been sunk
