It would be nice to have the encyclopedia available pretty much wherever, whenever, so when you're in a game and you want to learn about a potential target/threat you can do just that while in the aircraft. Just have 2D pics of all units and equipment (instead of 3D models) + descriptions.
Would probably work best as a semi transparent window with a simple PDF file viewer. Just so it doesnt obscure the whole screen.

It could also be integrated into the gameplay, such as having a keybind to open up information about the currently selected target

Well, it would basically be the same thing, except you wouldnt have to wait for the models to load when accessing it in an ongoing game.

Ye, you will. Just open and browse it right before you take off, or while dead. You could have different tabs and other stuff that make navigating it quicker and easier.
