those missions can be quite CPU intensive due to large numbers of units - are you sure this isn't simply your GPU rendering fewer frames per second because the CPU can't keep up?
might be. it seems the more units are rendered, the less wattage the GPU draws.
i'm going to limit the CPU wattage and see how that affects it
i think that's fixed it...
but yeah, i think that was the issue. to test it, i loaded up an extremely unit-dense modded mission

What CPU do you have?
Laptop means certain power envelope for both the GPU and the CPU (total combined power output).
So your GPU will be throttling to some degree.
Though this is most likely a CPU/memory bottleneck.

I've got a i9-14900HX and a 4070. I'm not getting any problems, but I'm on a new laptop with a clean install of Win11. Sorry lol, I know that's not very helpful.
Might there be something hogging resources in Task Manager?
it seems "turbo" mode on my laptop is running the game just fine. only concern is that CPU temp is around 94-95C while playing. i'm not sure if that's problematic
i set a higher wattage limit for my CPU though and that seems to be working
The components are designed to withstand such temps, but it's not great if its sustained for ages. I would consider investing in some external cooling, or cracking open your laptop and cleaning out any dust.

In that case then, I can only suggest some housecleaning of your OS and programs etc. Maybe some unknown exe is causing issues.
Check taskmanager and see if anything is unduely hogging the CPU. Consider reinstalling your OS, etc. All good habits in any case. You've definitely got the kit to run Nuclear Option just fine.
What did you do exactly again? ^^ I'm having the low load low fps issue with 4070Ti Super + 5600X
i'm on an Asus gaming laptop so i'm using the independent GHelper program (built for Asus laptops) to adjust everything instead of the inbuilt Asus crap. unfortunately i don't think i can help you because you're on a desktop sorry

your CPU just simply isnt fast enough to let you use your graphics card anywhere near to its full potential
this is a common thing btw, the game is CPU bound for the majority of players

You need install maximum performance electro consumption in windows settings, it must help. Because on laptops its one of first cases why game can work bad
