I would like too add veinmine too axes for logs and farminf for hoes. How do i do this?

How come the hoe gets the veinmine enchant if it cant use it?

In Minecraft its hard defined which tools are allowed to hold this enchant. Veinminer can be used on any tool when configured, so it needs to be allowed on any tool too

I want to keep the fabric and paper version on one level, and in paper i can not modify this behavior
