The way I see it personally, this is part of the huge amount of mind games that is MK
Let's take Shao for example, since you hate him. Let's say I have Shao/Lao

I'm up on your face and will hit you. So you decide to block, obviously. Probably not even a decision, but an instinct.

Let's see how many possibilities I have with only my 12 string:
12, Axe Slam - I'm Safe, but minus
12, Lao - I'm Plus
12 - Idek if punishable or not, but obviously minus
1, grab - There is a gap there, you can maybe duck it?
1, Lao - Plus

A good player will mix up all of those options AND his other strings like 222, F122 that can both also be followed by Lao or Axe Drop to make me at least safe
And that's not even counting B3 that is a low or F2, my overhead

What I'm trying to say, is that the way I see it, you NEED to have game knowledge and MU knowledge about what to do when.

If you press D1 or let go of block for whatever reason after I do 12 Axe, you will be hit.
But there is a possibility I might just do 12 with no follow-up, expecting you not to let go of block, since I know you know that if you let go of block, you're getting slammed

Against Snake, after he does the belly slam string that I know can go into cmd grab, time stop or just finish the string and be safe
If I see him doing that string and I'm blocking, I have to literally guess if I have to:
Let go of block to duck a cmd grab
Keep blocking and full punish a time stop
Keep blocking and be ready to just D1 or dash in and jab just to take back my turn in case he does the safe option

It's not like I have a punish ready for that string and then BAM
He time stops me and I'm fucked

You have to be mindful of if I have Goro or not to save me every time I do a yolo ball or teleport
Cuz if you see a teleport and INSTANTLY goes to punish, you are gonna get interrupted by him and I have my turn

Same with Snake
Whenever he does the tick throw string, I NEED to know if he has bar or not.
If he doesn't have meter, he CAN'T time stop me

Meaning my guess becomes easier

You need MU knowledge that you aquire naturally just by playing different people
So that when you have to take your turn back or actually punish something, your guesses become easier
And know what you're gonna do. If you know something is punishable, know which combo you have to do.
If it's just minus, know which normal you have to go for, if you have to dash in before, and that kind of stuff
Be mindful of their resources, life lead and positioning on screen, those are the main factors that affect that
