By current-day standards she's considered okay. She has a niche where, on her S3, she can give a character within range immortality for a good while
Otherwise, she's mostly there for burst healing and providing Sanctuary, which is a percent-based damage reduction
But she's often outclassed by other pure healers and Haruka, who's just a stronger character of the same archetype.

But Dehya still released in 3.x, while Diluc released in 1.0, so Dehya's Cons are gonna be miles better than Dilucs

never reroll unless you desperately need a bond character or you're at the final stage
also the only realistic chance you have of getting a 3* SW999 or Cyrene is by getting to level 10 anyways, which is again, really hard

Yeah, the list doesn't really shock me all that much. Besides the free characters, the characters were really hyped up characters (Acheron, Phainon, Therta) with story relevance, and/or really freaking good (Tribbie). Yao makes sense as the sole Elation since she's a staple in every team so far and can be used with Archer too
I also suspect Yao's place won't change next year either, unless some crack pot EMC theory I saw turns out to be true
