I have a theory about 4.0 story:|| So the herald of death was apparently executed 5 years prior to the current games, but an alleged copy cat killer has appeared and killed 32 people in the syndicate and GOAT Skott. BUT, in the detective comic sidequest the characters from the comic came to be during the phantasm moon games (2 during the current games, 1 from the previous one 15 years prior) as Imagane or however its spelled.
While the rule of no repeat supplicants is there, what if the herald of death returned as an imaganae to the level of wish power during the games and since they are not technically the herald of death who competed prior, they can compete once more. Going back to the comic side quest, they appeared due to the games wish power and current public discussion surrounding them, just like how the herald of death was in the public mind due the tragedy at the end of the previous games ? ||
