Both Archer & Saber's established ENVA's have good reason to not work with Hoyo (Saber's is Pro-SAG and Archer's doesn't like working with Chinese companies)
There's also the possibility that it's just due to the collab agreement. The VN has no ENVAs, so it's possible they didn't include them because of that

When should I be using cipher ult?

Well, if you're going for 0-cycles anyways

But it's usually best to save the ult for one of two scenarios

#

1: you have killed all adds and the boss is by themself

#

2: You have a situation where you can target ONLY one add and the boss. You should target the add with the main part of the ult. You should ONLY do this if 25% of your recorded damage can kill the add (or you have enough recorded damage that the boss will did regardless)

#

Why? Cipher ult has two parts. First part deals 25% to main target, 2nd part deals 75% split evenly among remaining targets (including main target)

#

So if you target an add and kill it with the first 25%, the 75% is split among the remaining targets and not the original

#

If the only other target is the boss, boss takes 75% of recorded damage

#

If you target the boss instead of the add, boss takes 25% + 75%/2

#

Which is 62.5% total

#

If the boss is by themself they obviously take 100% of the recorded damage

#

If there are three targets then boss only receives 50% recorded damage
