You pop her skill, it’s like 15 seconds of cooldown but it lasts for about 25 (?)
She has 3 summons, each of them attack differently but you don’t really need to worry about that; whenever they hit anything, the whole party loses health
After you pop her burst, you enter a state where any health loss or gain stacks “fanfare”, giving the whole party a DMG and healing received boost
so at least for Eula, this is where Mika comes in

For weapons, I'd reccommend either Favonius or Amenoma, which is a craftable weapon, since they help with her ER Requirements a bunch

Yeah, he was the only time a character ever recieved any form of direct adjustment all the way back in early 1.0. From that point onwards though, they've not given any character buffs, even those that could really do with them

Demon already mentioned zhongli, but they also reworked one of the resonances (when you have 2 characters of the same element in the team) from being pretty useless to really good
2 hydro used to give you +25% healing bonus, which wasn’t bad but kinda not necessary
then they reworked it to +25% HP, which is amazing because of how they made a lot of recent hydros more HP-scaled
