The reason being is that you essentially play a guide that's responsible for helping your characters navigate endless deathtrap labyrinths called "Hollows", so the MCs take a backseat during combat

Her main problem though is she is an absolute pain to build around, since her buffs are based on ally turns, so to get the most out of her you need to set the speed of her and her teammates in a way to make it so you get the most out of her buffs.
Her other problem is that Hoyo has seemingly forgotten about her, since she hasn't been on a banner since 1.3

Duran isn't that big of a boost for Ratio, so if you already have a good Salsotto set then it's not really worth it in my opinion.
Kalpagni is basically a set for Firefly and some of her supports, and it's also an option for characters that want as much Speed as possible since no other Planar set gives 6% Speed
