I trained A LOT with him, he is one of my best chars
But every char has weakness
Billy is his defensive abilities and how to deal with zoning
Billy has literally nothing to deal with like Venom Strike or Tornado Upper spam
He can try to 6B from a distance, but it's not reliable
And he STRUGGLES with pressure
Meaties and safe jumps are your best friend against Billy

It's best to read up on your character's buttons and figure out what works best where. And then lab them out so you get used to using them.
