Just been to the small island with the arch for the fourth time. I found two bottles with messages on the beach. They weren’t there the previous 3 times I went there. This shows me that things aren’t spawning. Maybe this is why I can’t find blueprints and sticky notes.

Yes the radio tower tapes. There are 4 on the spawn island and then. It's a manual book for a plane and u find near the cave and there's the manual book for fixing radio tower in the submerian
And the blue prints randomly spawn aswell in different locations for each different game you start
