Make sure you submit a ticket to customer support

I asked the same question to customer support about participation preference and they said that selecting rest has no effect because leadership can edit the list. So even if someone is on rest it is counted to the 50

Looks like igg fixing early server issue

1. First they lock A series server for 180 days so no more budding warzone for old players.
2. They put garbage hero's for first 50 days so no big spender dominate easily.
3. Heroic legacy after 50 days because till then metro settle so no more regional war and easily can switch garbage hero's to good one

Not perfect but better then old system where server open in just 30 or 60 days and someone with only 100M can easily distrub whole server

Julien doesn't have skills talent tree, because of this he can't lead and the hero that's paired with him can't take advantage of the his debuff, only other squads will be able to do this
The debuff itself sounds op on paper but in real fight its kinda rng in a way
It starts at 20% last for 4sec and it ramps up by 10% every second up to 50%..
What this means is your other squads won't be able to take full advantage of this debuff, they can release their skills when this debuff is at 20% or 40%, very rarely will your squads take advantage of full 50% debuff value as it's just 1 second window
If you plan on using him just know that his debuff isnt consistent

As for Sakura she look promising to be considered the best infantry hero
Her AoE is really nice addition to infantry roster, will definitely help compete against riders and ranged in terms of damage
On rallies her stacking dmg buff will be deadly the damage go to insane numbers, but on field it won't seen much play as fights are short there, nonetheless she will be great on field due to her AoE
If your an Infantry main, it's safe to say that she is must have
