Hq under level 10 and account under 5 days old to join any region.
Special region 1 becomes semi-open after 15 days then fully open after 30 days old.
Special region 2 becomes semi-open after 30 days and fully open after 60 days old.
Semi-open allows migration regardless of level/age but only if you're in the same special region.
