I can only tell about my experience in elite warzone but I was the garrisson lead in our team and you only need one. So I think it's worth putting main arms on the garrisson hero if you are the lead. My garrisson got rallied a few times and most important is to keep the medium and big devices captured

A good garrisson will make this a lot easier

And it's only 1 squad that you make weaker out of 8 people with 5 squads each

There is no way to change the garrison leader like in other events. Here, if it is not the garrison leader himself who gives the lead, we are stuck.

Always get worse mismatches in fearless than elites, but its just anecdotal.
Fearless has all the sweaty "wanna win at any cost" teams that don't care about rewards much anyways, just being the best

Another big reason is a large proportion of players cannot consistently make the very narrow time window for the objectives and war work.
So entire teams can't properly compete even if they wanted to. So might as well camp in apex and get something for nothing.
