Rider squad block is for the riders in your squad... infantry squad block will be useless on rider arms. Squad block is universal variant of the blocks.. it just has a slightly lower max value than troop specific ones.

Ex: red hone of squad block is 60 whereas red hone of troop specific block is 65 (red hone-> max value)
