To summerize, we register 30 members, we reach around 110 millions power.
Opponent register 15 and reach 90 millions ..
Ok just that in itself is a huge problem as a clear unbalance is visible.

Once the game start, surprise (not really) most of them are HQ 25 while our top player just reached 21, our average is 18-19.
No surprise whe got atomized in the first 10mn

We have buffs AND regional boost from president for research and training at TCs. That's pretty nice. But we switch leading alliance every week between three alliances.
Last region had no region gem buff, so this is better

yeah that's best case scenario for the buffs- we do federation buffs during every related TC phase/ PVP troop phase as well, really helps a lot.
Never bothered to swap around who holds metro because we didn't care to hold it haha

Once you complete the story mode aspect of the game you can then go to the world map by zooming all the way out. Bottom right of screen takes you to the Region Overview. from there you can Immigrate to the server your friend is on or, you can both immigrate to another server. Like its more nuanced than just crippling yourself or not.
If you have a hero that you can skill up, and that skill is absolutely going to change how the hero operates, fundamentally change it's efficacy, and you primarily use that hero- level up the skill. It's a small amount of TC points, nothing lost.
I've been sitting on 5551 miyamoto for AGES because levelling up that last skill and awakening is a somewhat incremental power increase. My real performance will not be affected.

I could be levelling up my t3 devices, but adding 20-50 protection and firepower here and there, is not going to meaningfully change my results in any given fight.
Flanking whales i'm dealing with, it's a very minor increase to my efficacy in combat.
