generally speaking:
you can obtain 24 heroes from the police station (minus ones you've already have), you can check "Reward list" in the police station to see the list of heroes you can obtain.

• 11 heroes from the daily boost. Keep in mind, buying the Daily boost package doesn't guarantee that you'll unlock hero immediately. In worst case, it'll require you to buy 4 packages, in best only 1. So, from $5 up to $20 per hero.
• 1 or 2 (depends when your month ends) from the Lucky Roulette event, which starts tomorrow. Basically, you spend gems to unlock a hero.

Additional ways:
I think, when you're a beginner it gives you a way to buy Catherine for relatively cheap price. Or you can get her from the VIP package.
Top Commander, but I don't think it's worth for you trying, cause you're at the very early stage of the game.
Doomsday Slug event, you can unlock Marco & Eli for free, just by completing the missions.

So, that's for you to decide. I think it's not worth spending time and money to complete your quest.

You can check the #1106175173436133437 for any pompeii related guides, but I'm not sure much has been made on it.
Generally the flow is pretty straight forward, objectives open sequentially.
You go cap helipads, go fight zombies to boost damage to boss zombie, get boss zombies, then get ready for the vial in the center.
If you're weaker, try to garrison the contested points near center and steal vials to stay ahead.
If you're stronger just push enemy helipads before vial opens.

Then there's some different opinions I've seen on how to play it out.
Some like to defend points like everyone garrison with 1 squad.
I find that kind of self defeating- if you're winning you don't need to do that, if you're losing it won't make you win.

To me, mostly about field presence, and garrison the really contested things as needed

But definitely- if the entire rest of whales team is potatoes, or the whale isn't very good at porting around or positioning, and you have big numbers advantage, you can overwhelm them by just scattering at all the points

Vial is usually an absolute no go in that situation though, so then you need to make up the points deficit through holding buildings. Is hard

I.e. you have 500k to upgrade from t4 to t5, that's , if I remember correctly, 80 points per troop = 40 mil points
to gain the same amount of points from the speedups, u'll need to use around 110 days worth of speedups.
so you need to calculate it by yourself
maybe you want to split your speedups between two days.

the goal is to invest as little time as possible into the game while also pushing your strength as high as possible, i personally dont have hours a day to spend on a game i want to grow by putitng in 1-2 hours max into the game

during pvp i cant do that so it doesnt work for many players to have pvp events that often

People can just join an alliance that doesn't do those events. They can satisfy both types of people. If you want to do lots of pvp then you join an alliance that also wants that, if you don't then you don't. They have already killed regional PVP so you are basically entirely safe from any kind of combat in your region if you don't want to fight no need to force others to be the same.

PVP events also drain a lot of rss, soldiers, boosts etc and they drain time and stress.. if you already have a large army and full rss supported by multiple farms and lots of heros unlocked then pvp is where you are at but for many thats not the case and they are still growing and learning the game

If you look at ROK or SOS for example migration mechanics have very specific restrictions.

It's more than 18 months if I recall until the restrictions on migration become a bit more relaxed on a server

A 2 year old account can't just move in to a 1 month old server and do whatever they like because they are basically god. That's just so obviously a stupid idea for growing the player base.
