It means no one will be mad enough to attack his shelter, ever. You could have 10 rallies pumping it for a day and it still probably wouldn't be enough, especially since he has close to maxed armaments on all his heroes and all Workshop T3 at max level.

Only way to fight him is in the field, which suits him just fine.
