Police searches, try to save them for top commander as there is a phase that awards point for doing it. Just use the free ones and 1 advanced search for dailies.

The better heros are in top commander (need to save for a while to get the hero as f2p) and roulette.

Whoever is tasked with matching making for recovery of Pompeii needs to be removed from their duties and reassigned. They obviously lack the skills to perform their given task. Example. Alliance 1 has 600m alliance 2 has 800m. A1 t4 troops only. Most might 40m member. A2 t6 troops. Most might member 136m. Yes that is correct t6 and 1 member with 136m might. Yeah that went well. Real fun competition. I was excited about Mia character and have been waiting to purchase in the most advantageous way so I could get as much of her accessories as possible. After that fiasco of a match making. I won't spend another penny on this game. Absolutely ridiculous and very sad.

Universal frags is best with vip lvl 13 (3 per day) and some events have 20 - 30 as reward, like gems rabate, speed/might races, backalley doc. Also pompeii is good.
Upgrading legendary heroes will pop up some packs with universal fragments.

Hero specific frags depend on hero:
TC heroes you'll get 200 frags for 1st place in TC.
Roulette heroes via gems, luck based.
Daily boost heroes via money, also luck based.
Heroes like Catherine and Jin are cash only (vip packs)
And Mai... well she is also kind of cash hero because of luck.
