Restrictions are based on region ranges, as for how long, I think 3 days to 7 days; ask panda, I can't recall numbers.

The older the region the shorter the time, newer the region, longer the restrictions for events. @panda knows more specifically

It's a re-skinned event that comes periodically throughout the year. For a brand new player it's ok, you can get a lot of elite fragments. You will be amazed how quickly you're done awakening them all and how useless those fragments become.
The cake decorating thing is good if you have 7k gems stocked up and time to grind a lot of the icing (or whatever they call the drop du jour of this reskin) you can get a lot of legendary fragments.

Yes its what usually is done.. also because main fort only costs a few gold coins

However, that will only provide you the capture rewards, because if you want the buffs as well, you need to connect the cities to your territory with towers.
