it works. they use it until they get to your territory. either luck or pure crazy diamond spend. i usually get it in 5 minimum and 20 if i really target on something

If your account is less than 10 days old and below lv 8, you can migrate to any region you want ( 1 newcomer immigration order ).
After 10 days or above lv 8 , this order disappear and you are stuck in your region.
The only way then to migrate is to move to old regions, more than 90 days old. To do that, you need migration orders. You can buy them in alliance store with silver coins or from packs with real money.
The process of migrating is the same for both: zoom out as much as you can, click on the 🌎 button at your right bottom corner of your screen and choose the region you want to migrate. Then tap the random region button. You will see a list of requirements and how many orders you need.
Remember to keep your resources below warehouse protection level ( it's one of the requirements) as it seems its one the most common problems.

In my opinion the video discredits all other alliances in IR other than you guys. Saying how hard you worked to defend against 4 other alliances. A bolder statement and more neutral would be to say how hard we all worked, even us little guys.
