it goes way more, because I believe that normal roll cannot go beyong 6%. 6.5% you can achieve only by smelting red one on top of your 6%. so 6.5% would be an easier upgrade on a path to red, so it will save you at least one red piece

Both is best but that can be expensive

You could choose just one and focus on only that if you're a low spender
You can find good pieces that have just 1x squad dmg and 1x or 2x atk
Have 4 pieces of that on your troop type and that should put you at very good spot
