I am not sure what you are talking about... When a developer update their games, they can send an annoucement to some premade lists of persons (usually, the people who already played the game but there may be other options) but you cannot subscribe yourself to these annoucements.

If a server has it set up in such a way, you can click Follow on the bottom of the channel. A box will appear with options to a server you own, pick the channel, and then good to go.

No. I'm fairly sure whatever server has to set up the feature. So I don't think you can choose to follow anything unless another server lets you.
At least I've never came across a way if there is.
