Trying to use Operation Guns dlc weapons on any stage other than Neo Galuga doesn't really give the certainty that you will be able to upgrade them, since the Weapon Power Up seems to have a low rate to appear as a level up reward, and refuses to show up once all relic slots are filled.
Probably might need another look on how they show up, or else dlc weapons might end up being un-upgradeable for the rest of the run.

yeah, and makes sense if it wasn't so rare, since some weapons requires them (and the number of those that are required increases with the number of weapons from the dlc that the player has)

From what it seems, the chance might be about 0% of appearing the weapon power up box if you have all relic slots used.
At least only one relic slot must not be used to have at least some chance of the box appear as random reward. It's seems to be counting as a relic.

Currently gold farming on Bone Zone with my Peppino & I've banished every over passive to leave a slot open & CU-Laser evolved before Phieraggi did; but as soon as Phieraggi evolved, my next level-up choice included another weapon power-up. I'm going to see if I can't make more appear by using the candyboxes spawned from events to make more weapon power-ups spawn in level-up choices after I evolved one of my other two unevolved DLC weapons this run.
I'm not sure if a character's luck has anything to do with how often they appear in the level-up selections, so my insanely OP Peppino may not be the best example to go by.
update: the next level-up immediately after Diver Mines evolved yielded the weapon power-up to appear
