Most temporary bonuses work this way, I don't think this is a bug.
when menya powers up, it shows the cooldown change in her stats, as one example.
Yes, but when Minnah and McCoy get their stat fluctuations, it does not show in the pause menu, leading me to believe Maruto's armor bonus works similarly
too bad there is no way to test your theory, since no numbers for received damage. but the oscillating stats not being shown is def in the minority of "temporary" bonuses not being shown
And those can clearly be seen working, by visuals (like boogallo shrinking and growing). but for maruto, feedback would be useful to see if it is even working at all.
Which temporary bonuses show in the stat menu then? Aside from Menya of course
porta cd, clerici area, characters that start with temporarily reduced stats, luminaire character power up, divine bloodline. Could make a list of ones that dont as well, so roughly half and half, pretty inconsistent
Most of those are based on level, temporary yes, but in a different way that incorporates nicely into the existing stats system (ie gaining them through leveling up)
Divine bloodline is also just for show, it doesn't actually give might
ahh you are missing the point tho, since we cant see received damage, and the stat doesnt change, there is no way to test what maruto's bonus actually does. is divano a better retaliation character?

you are trying to rationalize this by existing quirks in the system, which normally dont bother me. but for this, it is vital information missing, an oversight possibly
I mean, the same happens with Minnah, and McCoy, like I already mentioned. You won't know the actual stat changes without checking the code

we are in a loop now because i'm going to say that for minnah, you can tell it is working without stats. ohh the wiki? you said before you dont trust the wiki, lol. wiki wording is ambigious anyway, does it stack? i wanted to test it but cant
I don't, that's why I just said "according to the wiki" as that's my only source of information on this
According to the wiki, it only gains an extra second of duration if you get hit before the bonus resets (10 seconds first)
pretty terrible bonus, as written, why not just give him +1 armor baseline? the fact it has an unknown mechanic in the character description implies to me it is stronger
