Members are unable to chat in the embed chat when Ownerless Mode is checked or Lock in-voice chat is unchecked.
I don't want users to have any perms to change the voice channels, but I want them to be able to use the embed chat. But by default, embed is locked to my custom role despite it having the perms to send messages in threads.

It looks like, that the chat is locked for everyone. And if I understand you right, a custom role has the permission to use the voice chat?
The custom roll does have permission to access and talk in the VC. And you are correct, all other rolls other than administrative rolls cannot use the embed chat in the VC.
If I were to enable Lock in-voice chat then the custom roll would be able to use the embed chat as it unlocks it by default. But whilst unchecked, the temporary voice channel disables the embed chat for all users. I do not want Lock-in-voice chat enabled because I do not want users to be able to lock/unlock the chat, I wish for it to stay open.
Is this your setup on the dashboard?
If ownerless Mode is active, no user can edit the channel. So they can’t close the chat.
If the channel is open for everyone, the chat will be too. I ve tested it on my server, and the chat stays open for me.
If you enable ownerless Mode you can’t toggle the Lock in-voice chat function. It's disabled. So the reason why your channels are locked is a diffrent one.
Do u use the sync permissions feature, the member role feature or the temporary channel privacy feature?

The problem is either the member role "customer" or the synced permission. Why do u use the 2 features? What is your use case?
The temporary channel does not sync with the category
I use Member Roles so that the @ everyone role cannot view the channel and Customer is the main role of the server
On the picture its enabled. It doesnt sync viewing permission of everyone thats why its not fully synced.
If only the customer role should use the channel than its fine. Everyone wont be able to use the Chat in this case and only customer would be able to use the Chat. Is it possible that with syncing the category u disabled the Chat for customer?
If your Discord server has a verification system and you want to prevent @everyone from using temporary channels.
I got it working, it was an issue with the category's permissions

And the permissions will only sync for the created channel not the creator channel btw
It never occured to me that that could be the issue because other temporary channels' embed chats were working

You need to disable "Ownerless Mode" and only allow your mods access to the interface + "/voice" commands.
