As stated above. I have all the necessary steps completed yet no ability to talk/complete them

Couldnt replicate this, it could be something to do with your step 1, 0/10 lihzards

I was able to have the number increment to 10/10

I was able to turn that in, but when I did it wouldnt allow me to also turn in the power cells

no, the completed steps will say 0/x always since they don't need to increment when inactive
