After serval restarts on new characters and new worlds Garrick is still not spawning after taking the Rising Omen quest

This would mean that your King Slime kill did not register. Are you in multiplayer?

[multiplayer] Apparently we completely skipped kingslime quest, did the EoC quest first, absolutely breaks progression. I think its because the EoC quest has priority over the KS quest. idk what causes garrick to not spawn, but that probably needs failsafes. maybe add a requirement for the Rising Omen quest to have completed the king's quest first?

We already have that requirement in place which is what confuses me.

You cannot start the quest without king slime. At least thats how its intended to be coded. Ive yet to hear about this circumvention
