You can't compare exploiting with teaming. Both are a completely different story.

Teaming is only between a cop and a criminal in legal ways, and you usually still have a chance to catch them.

Exploiting is different and a Roblox ToS violation, where you use illegal software to enrage an advantage in the game for money, xp, or to troll other players.

Surely, teaming in some way is also unfair, but trust me when I say that it's almost impossible to ban those; we can only implement systems to reduce the amount.
