Not true. It will hang up at "no connection" if you're not connected to anything, but I was able to reproduce his 12% by connecting to my internal wifi at work which has no Internet. So as long as you're connected to SOME network, it will still try to load. 12% means it failed to ping the Kong servers, so either there's no Internet or something is completely blocking him from Kong.
