Quagmire not a valid target

I was playing manually arena with Quagmire as the offense but when I tried to fight him the game displayed "Choose a valid target" then switched to another, older hero (Zapp I believe). I haven't been able to get Quagmire back to see if I can advance his level.

As long as he's unlocked, you should be able to farm his tokens.
