motivate bug making arena incredibly broken and difficult

I was recently playing arena and noticed that a photographer Klaus was getting a motivate boost from nothing it wasn't hijack but motivate. I think this has something to do with the payback on PhD Peggy. This is not the only case I've ran into this problem I also ran into it again when another motivate power card died to Peggy once again.

Before you say it's a visual bug and it goes away after one turn, in this case, it did not and it lasted for the rest of this game. (3 rounds to be exact)
