46 is pretty good in the current environment. All guilds are struggling to recruit right now. There are guilds folding or merging each week.
Try posting in this server’s recruiting channel. Post in the various Throwdown FB groups.
Also, use an alt account (or your own) and visit some of the smaller lower ranked guilds and make a pitch. Maybe they will join you. There are tons of guilds below 200 that only have 10-15 active players.

I'm a top 100 team and am struggling on recruiting, it's not just you. I normally ask for people to have 20+ mythics, but the last few recruits have all had less than 5. They're at least active so it's better than nothing.

No, but it's wounded. What happens from here depends on how much the devs are willing to play doctor. If they just slap a band-aid on it it's going to fester and die. If they get surgical, it's got a chance.
