yeah padding is different from cosplay breasts. padding will give the illusion of larger breasts when clothed but with side boob or underboob it's harder to give a proper illusion with just padding, you need proper cosplay breasts

I would assume it involves investing lots of money in getting custom made cosplay breasts that match your skin tone as close as possible and on the edges you'd apply a decent amount of glue to keep it down and makeup to blend better

so I have gender dysphoria and have made some purchases along with lots of research, it depends on the cosplay breasts that you get, if you get silicone filled cosplay breasts they'll act the most closely to real life breasts, however if you're cosplaying and care more about the ability to walk around for a while you may opt for the cotton filled breasts that are lighter but act less like actual breasts

you can also get breasts that are more durable for night wear and more squeezable but those tend to be very expensive
