As a closing note I think at the end of the day the choice is between improving a smaller amount of raids team power by 2x vs improving all raids by like 1.2x. Enabler vs comfy.
Personally if given the choice I choose the former and think that new players who will be trying to break into new difficulties and can pick and choose which to go for would get more value out of the former too
