In my opinion you use seia/nyfuuka and related cost buffs to shorten your rotation and (ideally) recast your damage ex skills before the buffs run out

For baris you cannot realistically get her damage ex back in time unless you don't full charge it. Your rotation will thus be very long because of rebuffing and cost buff won't have as much effect as an actual damage buff
