Tor Binah at launch in JP was too hard (he got nerfed later), Luna Binah is probably a reaction to that and they decided to play it very safe.
I **personally **think a boss should be created aiming for it to be cleared with 4 teams assuming you have the perfect units all maxed and good execution (no need for magic pixel, no need for frame perfect execution), and more if you are improvising or being sloppy.
But if you have a full account with every student at Ue50 and you still need 10 teams, this is masochism. Not everybody will have every student, not everybody will have perfect execution.
If you want to flex your godly gamer(tm) skills aim for top 10 I guess.

top 10 is difficult for completely different reasons compared to tor binah, who was hard not because of malding or execution, but due to the planning required. clears for binah were very different if you didn't have everything supermaxed and pretty interesting imo

I can do a 10 man clear if I am running less-optimal comps but if the OPTIMAL is 10, I am out.
If the devs sat around, planned and tested the raid and said "they can clear it if they run 10 teams, let's ship it" I think it's bad game design but hey, it's my opinion.
But Id risk to say most people want shorter raids, not longer.
Again, I think the OPTIMAL goal would to be the raid to be cleared with 4 teams using the perfect students because most people wont have the perfect roster and perfect execution.
