Used to be very different at first, was bouncing all the enemy creatures on defeated effect. But was slowing down the game too much. The effect was then re-used and reworked by Christian to be used on the Dr Orange U. tan card.
Since then, I've always imagined it splashing a creature when attacking, making it unable to block. Fitting quite well the theme, even if bouncing was even more fitting the theme 😉

Returning to hand

Turf the Surfer is great when the opponent only has one creature that is preventing Turf from attacking freely (e.g., a creature with Poisonous or a creature above 8 power). In that case, Turf can just attack and not let that card defend. And of course, if the opponent only has 1 card, you can freely attack the opponent's life points!

It pairs very well with other cards that prevent blocking, like Ferret Pacifier and Elephantopus. To counter it, you need 2 creatures that Turf cannot safely attack, as it will only be able to make one of them not able to defend.

Even if you have only 1 card that Turf the Surfer can safely attack, perhaps it could be possible to attack back that it will have to defend or lose a life.
