you level up the overall by buying attributes with VCs, you can just play park and other online modes (that's what most people do), you gain VCs and rep through each game. REP stands for reputation, which is a sort of rank that each time you level up you get increasingly bigger rewards, search on youtube for a tutorial tho. the thing about getting the 100 version is not crazy to do at all, depends if you prefer cosmetics over upgrading your player first
