Sure in a utopia, cash incentives would eliminate tanking. There is no way the players would want to give up their money tho. Why would players willingly decide to give up their money for incentives to win?
They are protected by their union. The union isn’t going to let someone like Flagg be paid minimum till he “earns” his spot in the league. He has a $62.7 mil contract, a guaranteed of $28.3 mil over the first two years. The union wouldn’t want a stellar rookie being paid minimum because he hasn’t played enough to earn a reward. Like there are certain players who would never receive an award but that doesn’t mean they don’t deserve to be paid decent money.
