93 is the highest I'd recommend going. 84 is the baseline I'd go for on a big. Diminishing returns hit heavily after that point. 84 to 99 you will not see your block averages go up by more than like 0.3 per game.

Interior D is only worth putting up as high as you need for paint patroller.

Then you get 1 at the end of each season you hit 40. Honestly I'd get as close as you can to lv 40 this season then buy the rest of your levels on the last day. You'll get "make up" cap breakers and get all the cap breakers you missed.
