Could you confirm if this is CasaOS or ZimaOS and how it is installed (bare metal / VM / ontop of Ubuntu / proxmox) etc please?

Almost every time I have seen this error it's due to not having a compatible OS underneath CasaOS. Please ensure that you are running a supported os as not all images will work on all OSes

Yes, you're running a rolling release, and Snap Docker is not compatible right now.
