Goku starts charging his ki, and after a while turns into his Super Saiyan form. While in this form, his attacks are more powerful and even gets more abilities. The only drawback is that it only lasts 10 seconds.
Miscellaneous Abilities
He can float if you hold jump mid air.
While Super Saiyan, you can cancel any special into another special. For example, you can use instant transmission while charging your kamehameha to mix up opponents.

For such a legacy, it's most likely his default design would be based off his appearance on the show or in his most recent appearance in the Static: Season One comics, with either or being an alternate skin depending on direction. Alternate costumes could include the design in his debut appearance, his New 52 design, or his scrapped appearance from Injustice 2.
PUTTING A SHOCK TO YOUR SYSTEM
As a mage character, he could be seen as a more floaty, fast character with some tools that could benefit him and his allies using his electrical abilities. These are simply two ideas for specials.
Static Cling: Pulls anything in a short radius towards him, whether it be an ally to save or an opponent to reel in and beat down, or even an item or projectile he can pick up and toss back at.
EM Bomb: Takes out an electrically charged device and chucks it forward. On impact it bursts, leaving his opponents on stun, open for his next attack.
He could also implement his flying disc for things like an air-dash. Perks could include things like increasing the AOE on Static Cling and other stuff.
