The 8-Bit Mega Man art style isn't just Mega Man
Character sprites always have different proportions and body features
For example: Proto Man and Mega Man are similar in sprite posing and anatomy but that was done on purpose. They don't share that many placed pixels, making them not look like a shameless copy of each other.
This goes with the other non Robot Master characters. They don't look like a crummy Mega Man sprite edit, they actually have original sprites tied to them which makes each character unique.
TL;DR look at silhouettes for the boss characters and such to get a feel on the actual 8-Bit Mega Man art style instead of just copy pastes

A LEGO CMF styled Blue Beetle (specifically Ted Kord, as we haven't had him yet.) He comes with a ray gun which represents his Beetle Gun, as well as a copy of Blue Beetle #1 - whilst I considered using Secret Origins Vol. 2 #2 (given it was Kord's first actual appearance) I decided it'd be more fitting to give him his first self-titled comic. Nah. I just dislike Jarro because when I joined this server a couple months ago, I'd see 5 requests for him in every channel every few minutes. It was annoying and exhausting and kinda why I left. That and the unnecessary Steven Universe hate. But I figured at least one of the two has to have died down by now.
Either way though, the persistence of Jarro fans also makes me want him in. So I kinda want him most, and least.

No offense, but I feel like you are choosing move options purely to reference things. While references are cool, it doesn't hurt you use Smash's take on Sonic and make him more simplistic moveset-wise. No need to reinvent the wheel, after all.

I needed something that had coop in mind (every character has something to offer for teams, whenever it's a direct stat buff or a move tweaked for coop)
That's what Sonic's Monitors are for, it's mainly for coop buffs but it's still usable in 1v1
Monitors and Elemental Shields are the only mechanically heavy moves that he has, everything else is simpler to understand
The whole "debug mode" thing is just so the actual animation can be faster
Also a few of these moves such as Aerial Forward Charge, Grounded Forward Charge, Side Special, Up Special, Grounded Neutral Special, and Up Charge aren't direct references and instead do something original while being a loose reference

I think moves need to be a little more grounded in identity and reference more broad sweeping shared traits rather than reference single game mechanics. I can see the argument for all of those except for Elemental Shields. They were in Sonic 3 (all three), the Sonic Advance games (Thunder Shield) Sonic Adventure (Thunder Shield), Sonic Generations (all three), Sonic Lost World (I think just the Thunder Shield idk), and in Sonic Mania (all three). They were even officially backported into Sonic 1 and 2 with the Mobile Ports
So they definitely scream Sonic
And even so, there's nothing wrong with having a few moves referencing a single game ¯_(ツ)_/¯

I did want that idea as a final boss for multiversus with an a story mode (Like that Arcade mode) with a Each character ending.
